If Candlemas Day be dry and fair,



The half of winter's to come and mair;



If Candlemas be wet and foul



the half of winter's gane at Yule.

I think it means that if it's fair, then we still have wintry weather to come; if it's wet and dreary, then that's the worst of it over. That's how I read it, but I may be wrong. I am occasionally ;0) :0)
